JAKARTA - Three Indonesian ministers signed two joint decrees on Sept. 9 to integrate approval systems for foreign workers linked to investment.
Manpower Minister Yassierli, Immigration and Correction Minister Agus Andrianto and Investment and Downstreaming Minister and BKPM head Rosan Perkasa Roeslani signed the agreements at the BKPM office in Jakarta, according to the Immigration and Correction Ministry’s account of the signing.
ANTARA reported that one decree covers integration of Online Single Submission, the Manpower Ministry’s SIAPkerja system and the Immigration and Correction Ministry’s All Indonesia application, while the second establishes a technical integration team.
The planned workflow would make OSS the single entry point for the relevant services. SIAPkerja handles assessment and approval of the Rencana Penggunaan Tenaga Kerja Asing, or RPTKA foreign-worker utilization plan.
Under the integration, applications involving RPTKA approval and VITAS, ITAS and ITAP immigration documents would be initiated through OSS, while substantive verification would remain with the Manpower and Immigration and Correction ministries.
Rosan said each service under the integrated system is targeted for completion in about four days, with a five-day service-level deadline. If the five-day deadline is exceeded, the document can be issued automatically under the system’s fiktif positif, or positive-silence, mechanism.
The timetable is not yet operational. ANTARA said implementation is planned for the end of September 2026, so the four-day target and five-day deadline are prospective commitments for the integrated workflow rather than measures of current processing performance.
Reporting on the agreements describes their scope as foreign workers employed in connection with investment activities in Indonesia.
Rosan linked the timetable to Government Regulation No. 28 of 2025 on risk-based business licensing.
The regulation took effect on June 5, 2025. The integration does not remove the ministries’ existing responsibilities, with each continuing to carry out its respective assessment, immigration and investment-related functions.
Agus said the Sept. 9 agreements formalized cooperation already taking place among the three ministries. “This is a formalization of what we have been doing,” he said at the signing.
