KUALA LUMPUR - Civil servants who have chosen the Public Service Remuneration System (SSPA) will receive the second-phase salary adjustment with their January 2026 pay.

Deputy Director of the Salary and Allowance Policy Division at the Public Service Department (JPA), Mohd Shahir Shaari said the increase will be calculated based on salaries as of December 31, 2025.

Although the new adjustment takes effect from January 1, next year, he said payment will only be made on January 22, the official payday.

He explained that the second-phase adjustment continues the SSPA salary increase announced in 2024, which was 15 percent for the Executives and Management & Professional (M&P) groups, and seven percent for the Top Management group (KPT).

“Coming up, civil servants (M&P group) will receive an additional seven percent, while KPT will receive a three percent adjustment,” he said in the audio broadcast program ‘SSPA 2.0 Salary Increase: What Civil Servants Need to Know,’ last Thursday.

In the first phase of the salary adjustment, the M&P group received an eight percent increase, while KPT received four percent, which was paid in December 2024.

Mohd Shahir added that civil servants who did not opt for SSPA or who are no longer in government service by January 1, whether due to retirement or termination, will not be eligible for the adjustment.

“However, for officers retiring on January 1, their last day of service is December 31. So, January 1 is not their last day in service, they will not get the salary adjustment but will receive pension adjustment instead.

“For officers who pass away on January 1 and that is their last day in service, we will give the salary adjustment on January 1 and then adjust the pension payment for the heirs,” Shahir explained.

He also noted that civil servants receiving an annual performance score below 75 percent under the MyPERFORMANCE system will not be affected in receiving the salary increase next month.

He stressed that the main condition for receiving the second-phase adjustment is that civil servants must have chosen the SSPA scheme and be in service on both December 31, 2025, and January 1, 2026.

“The salary adjustment is not directly linked to (MyPERFORMANCE) evaluation. (What is affected) is only the annual salary movement. The minimum score needed for annual salary movement is 75 percent.

“So, civil servants must ensure they achieve 75 percent (under MyPERFORMANCE). They will receive both the second-phase salary adjustment and the annual salary increment,” he added.

Regarding the SSPA calculator used by civil servants since the salary adjustments were announced, he said it can serve as a general reference, but the official confirmation is based on each officer’s service record and salary book.

He advised civil servants to refer to reliable sources such as their department or JPA for accurate information, and reminded staff to improve performance and show higher efficiency than before.

“When the government has considered a salary increase, we as civil servants also have a responsibility. (We) must raise our productivity, be more motivated, and so on,” Shahir said.

Prime Minister Datuk Seri Anwar Ibrahim announced in May 2024, during the national Labour Day celebration in Putrajaya, that civil servants’ salaries would increase by more than 13 percent starting December 2024, marking one of the highest adjustments in the country’s history.
