KUALA LUMPUR - The Employees Provident Fund (EPF) announced that mandatory contributions for non-Malaysian workers will take effect from October 2025 salaries.

The first contribution cycle under the new policy will begin in November 2025, with non-Malaysian workers holding Temporary Employment Visit Passes or Employment Passes automatically registered as EPF members without the need to visit an EPF office.

EPF chief executive officer Ahmad Zulqarnain Onn said the move marks a significant milestone in strengthening Malaysia’s social protection framework.

“The implementation of mandatory contributions for non-Malaysian workers is an important step for the EPF in reinforcing the country’s social protection agenda.

“This initiative addresses gaps in social security coverage by supporting fairer labour market practices and providing retirement savings access to workers of all nationalities,” he said in a statement on 1 October.

Under the new policy, both employers and employees are required to contribute 2 per cent of the employee’s monthly wage.

The expansion covers all non-Malaysian workers in Malaysia, excluding domestic workers with valid passports and work permits issued by the Immigration Department.

In recent months, the EPF has engaged extensively with government ministries and agencies, employers, foreign worker representatives, and civil society groups to ensure a smooth transition.

To enhance readiness, the EPF has also worked with the Immigration Department to integrate data and systems, allowing secure information sharing involving Temporary Employment Visit Pass and Employment Pass holders.

The collaboration aims to improve efficiency and compliance in implementing the mandatory contribution policy for non-Malaysian workers.

Employers not yet registered with the EPF are required to do so through the official EPF website or at any branch nationwide.
